CBD Panama Gatherings of October 2025
In October 2025, the Convention on Biological Diversity (CBD) will convene its subsidiary bodies for a crucial gathering in Panama City. The meetings, scheduled from the 20th to the 30th of October, come five years before the deadline for achieving the 2030 targets and will focus on addressing biodiversity loss and climate change in a coherent manner.
One of the key bodies to meet is the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA), specifically its 27th meeting (SBSTTA27). The primary objective of SBSTTA27 is to enhance the evidence base and technical guidance for the implementation of the Kunming-Montreal Global Biodiversity Framework (KMGBF). It is critical for SBSTTA27 to provide sound recommendations that can guide decision-making at the Conference of the Parties (COP) and keep both Parties and non-Parties on track for the 2030 targets.
Parties will also consider progress on various issues, such as the implementation of the Plan of Action for the International Initiative on Soil Biodiversity, the development of indicators for the Plan of Action on Biodiversity and Health, and activities to support the implementation of Target 6 on Invasive Alien species.
Another significant body to be established is the Subsidiary Body on Article 8(j) (SB8J). After a landmark decision at COP16, the first SB8J meeting will take place in Panama. SB8J is a permanent body established to elevate issues related to Article 8(j) and enhance the engagement of Indigenous peoples and local communities in all convention processes. At the first meeting, Parties will consider the modus operandi of the SB8J and guidelines to strengthen the legal and policy framework for the recognition of the role of indigenous and traditional territories.
The Clearing-House Mechanism (CHM) of the CBD will provide scientifically based objections at the meetings of the Convention's bodies in Panama City from October 20 to 30, 2025.
The Union, a prominent organisation in the field, will also play a significant role in these meetings. They will host a number of side-events to showcase their work and support Parties in the implementation of the Framework. The Union will provide scientifically-sound inputs to the negotiations, putting forward its knowledge, conservation tools, and standards, in line with its Resolution 7.116.
In Panama, Parties will also consider the implications of the latest IPBES assessments and address scientific and technical needs related to biodiversity loss and climate change. The meetings in Panama City will also support the implementation of Target 6 on Invasive Alien species.
