President Kassym-Jomart Tokayev has signed a law on June 30, 2025, to scale the Invataxi project, a pilot initiative aimed at improving transportation services for people with disabilities in Kazakhstan. The expansion aims to significantly enhance the freedom of movement for individuals with disabilities across the country by integrating the service into a social services portal.

The Invataxi service will be accessible through a centralized social services portal, streamlining the process for people with disabilities to request customized transportation that caters to their specific needs. This integration will ensure a more seamless and efficient service delivery, making transportation more accessible for those who need it most.

The expansion of the Invataxi project includes amendments to various legislative acts, such as the Civil, Criminal, and Social Codes, to provide a robust legal framework for the project. These amendments focus on ensuring the legality and transparency of shared construction processes and protecting the rights and legitimate interests of equity holders in construction processes.

Moreover, the law addresses transparency in shared housing construction and improvements in public road quality, including digitalization efforts for the road sector. The unified database of road construction materials and new technologies is part of the law on highways, while the third block is dedicated to efforts to digitize the road sector.

The second block of amendments to the law expands the Invataxi project to ensure the freedom of movement for people with disabilities. This block introduces a social services portal for people with disabilities to order customized transportation, tailored specifically to their needs. The transportation service is designed to accommodate the particular requirements of people with disabilities, ensuring vehicles and services are adapted accordingly to improve accessibility and convenience.
